Federal Agriculture and Natural Resources ESF

Federal government departments and agencies that have primary responsibility for or a support role in providing nutrition assistance; controlling and eradicating an outbreak of a highly contagious or economically devastating animal/zoonotic disease or economically devastating pest infestation; assuring the safety and security of the commercial food supply; and protecting natural and cultural resources and historic properties prior to, during, and/or after an incident of national significance (ESF #11).

Federal Communications ESF

Federal government departments and agencies that have primary responsibility for or a support role in assuring the provision of federal telecommunications support to federal, state and local response efforts following an incident of national significance (ESF #2). Activities include identifying operational telecommunications facilities available for use within the affected area and coordinating the establishment of required temporary telecommunications, as needed.

Federal Health/Medical ESF

Federal government departments and agencies that have primary responsibility for or a support role in for providing supplemental assistance to state and local governments to help them meet the health and medical needs of victims in an incident of national significance (ESF #8). Activities may include health and medical needs assessment; health surveillance support; disaster medical assistance teams to provide care for ill or injured victims at the disaster site; health and medical equipment and supplies including pharmaceuticals, biologic products and blood and blood products; patient evaluation; in-hospital medical care for seriously ill or injured patients from the affected area; food, drug and medical device safety assurance; radiological, biological and chemical hazards assessment; mental health support; public health information; vector control; assessment of potable water, wastewater and solid waste disposal issues; and victim identification/mortuary services.

Federal Mass Care/Housing/Human Services ESF

Federal government departments and agencies that have primary responsibility for or a support role in providing sheltering, feeding and emergency first aid; distributing relief supplies to disaster victims and relief workers; providing assistance relating to the long and short-term housing needs of victims; and operating a system of welfare inquiry following an incident of national significance (ESF #6). Primary agencies with responsibilities relative to this function include the Department of Homeland Security, FEMA and the American Red Cross.
